    Introduction 

    With every new policy around taxation, citizens are rightfully interested and concerned about how their personal finances will be affected. As Canadians face pressing issues like inflation, stagnant wages, and rising living costs, the need for a fair and predictable tax system becomes increasingly important. A fair and predictable tax system supports individuals in making informed financial decisions, such as investments, business planning, and retirement. It also ensures they receive the benefits they are entitled to from their tax contributions. 

    In today’s digital era, where misinformation can easily spread, it’s essential to have a clear understanding of new tax policies to avoid misunderstandings and undue fear about their financial implications. The recent amendments to the Capital Gains Tax (CGT), introduced in the 2024 federal budget, are a prime example of such policy changes (Canada Department of Finance, 2024). While these amendments have sparked considerable discussion, some of which is based on misinformation, their purpose is to ensure that taxes are reinvested into the communities that need them most, rather than exacerbating financial concerns. 

    To address the widening gap in income inequality and to enhance funding for essential social services, the Canadian government has revised the Capital Gains Tax. This FACT Sheet provides a detailed overview of these policy changes, outlining who will be affected, the extent of the impact, and dispelling common myths surrounding the new regulations. It also emphasizes the role of the updated Capital Gains Tax in directing funds towards initiatives that benefit socio-economically marginalized Canadians.

    Introduction 

    Although Canada is known for universal health care, the scope of this program is fairly limited, and does not cover all health needs a person may have. Prescription drugs, eyeglasses, medical supplies, and dental care, all require a workplace or personal health benefit program to fully or partially cover the cost, or else be entirely paid out of pocket. 

    In order to address the barrier to access for all, the Canadian government has been phasing in universal access to dental care. This fACT Sheet seeks to inform the reader on recent developments into a federal dental care program. In light of the Alberta government’s recent declaration that they intend to opt out of the program by 2026, we will outline the implications of what is at stake for marginalized populations seeking dental care if this were to happen.

    Program Unit Funding (PUF) is provided to school authorities/private operators for children with a severe disability or language delay who need more support than is offered in a regular early childhood services (ECS) program (Government of Alberta, 2023). Schools/operators apply for funding on the parent’s behalf which differs on age and years of eligibility dependent on if a child attends a public or private program. In a public program, funding is available for a maximum of two years between the ages of 2 years, 8 months to 4 years, 8 months during pre-kindergarten years. In private programs, funding is available for a maximum of three years between 2 years, 8 months to 6 years during pre-kindergarten and the kindergarten year. The intention of PUF is to help prepare children with disabilities for a successful transition into their kindergarten/elementary years. PUF requirements as described above is how the program is today in terms of eligible ages and time frames schools/operators can receive funding for children. However, it was not always this way.

    In 2020, Alberta Education implemented a new funding model that changed these eligible ages and time frames for which children could receive funding, reduced base funding for some types of disability codes and changed how enrolment for funding purposes is calculated by introducing a weighted moving average projection (WMA). Before this, to calculate funding an actual student count was used, and funding was provided the same school year. However, under the new WMA funding, it projects enrolment based on 50% of the year ahead, 30% of the current enrolment at the budget time in February and then the previous year’s enrolment at 20% (Teghtmeyer, 2020). In 2020, the Alberta Teachers Association’s President Jason Schilling, stated that “the government is downplaying the effect of [the PUF cut], but teachers know that these kids benefit greatly from early interventions that will no longer be there. This cut is simply immoral” (Teghtmeyer, 2020). Several other changes occurred in 2020, one of which was the elimination of funding for the program for children entering kindergarten in public schools. For private ECS operators and schools, children can still access the third year of funding that must be used during the kindergarten year.

    Another change in 2020 was that Alberta Health Services would no longer provide families with assessments, forcing families or childhood care/school operators to pay for private assessments. This change occurred due to the Alberta Government dissolving the Regional Collaborative Service Delivery (RCSD) which coordinated services between the departments of Education, Health, Children’s Services, and Community and Social Services. This had a significant impact that further strained the limited resources available to children, often requiring specialists to divert time, previously spent working directly with children, toward the significant task of assessment and additional report preparation. Other changes, such as coding criteria, funding amounts, and eligible supports will be discussed later in this report.

    Introduction 

    In June 2016, the Edmonton Social Planning Council released a Minimum Wage fACT Sheet providing an overview of the minimum wage, the impacts of increasing it, and countering some common myths and misconceptions. This was published when the Alberta government was gradually increasing the minimum wage in yearly increments between 2015 and 2018 to $15 per hour. Since that timeframe, the minimum wage has remained frozen. 

    This fACT Sheet will provide an update to the situation and provide recommendations for a path forward to meaningfully improve the situation of low wage earners.

    Welcome to the Spring Edition of our quarterly publication, Community Matters.

    Community Matters aims to inform the community about social issues that impact the public and connect the dots between social issues, evidence, and policy. We aim to use this space to give local agencies, ESPC volunteer writers, and staff members a voice.

    Each edition will spotlight a specific social issue and demonstrate the intersectional nature and impact on equality. Our goal is to use evidence as we continue to inform on the issues affecting individuals and families.

    For our March 2024 issue, we are focusing on the current state of the non-profit sector and the changes and challenges ahead for it. The ecosystem of the non-profit sector is diverse and provides invaluable services to the broader community, which can include arts & culture, social services, child care, education, housing, and beyond.

    This issue will focus specifically on incoming changes and the current state of community non-profits and will provide relevant discussion on a range of matters such as working conditions, the diversity of its workforce, challenges with funding structures, efforts to unionize non-profit staff, overreliance on unpaid labour, collaboration between non-profits, and more.

    The non-profit sector is an important segment of our society. Not only does it contribute to our economy, but at its best the sector helps build and bring together communities and promotes social cohesion. It is up to all of us to nurture this sector for the mutual benefit of everyone.
