    Welcome to the Spring Edition of our quarterly publication, Community Matters.

    Community Matters aims to inform the community about social issues that impact citizens and connect the dots between social issues, evidence, and policy. We aim to use this space to give a voice to local agencies, ESPC volunteer writers, and staff members alike.

    Each edition spotlights a specific social issue and demonstrates the intersectional nature and impacts on equality. Our goal is to use evidence and the voices of the people as we continue to inform on the issues affecting individuals, families and our community.

    For the current edition, we are focusing on literacy in all its forms. When it comes to the work around poverty reduction and elimination, just as food security, housing security, income security, and others are integral strategies, so too is literacy and the positive impact it has on alleviating poverty. There is great work happening in our community around literacy, but part of affecting change is continuing to keep the conversation going.

    Literacy in its many forms, impacts nearly all facets of our lives and this issue of Community Matters strives to touch upon some of the varying intersections that literacy takes. This includes articles on digital literacy, cultural literacy, health literacy, physical literacy, legal literacy, as well as policy literacy and impacts on the wider educational system. All of these provide illumination on the various ways in which literacy is so crucial to navigating our complex society and how it helps people thrive.

    Improving literacy rates for marginalized populations means you are more likely to find and keep a job, attain education (particularly higher education), and participate meaningfully in communities and, more broadly, in democracy. With improved literacy rates comes a more empowered, educated, and healthier society.

    In Canada, nearly half (49%) of the adult population struggles to some extent with literacy, and we must work towards closing this gap.

    We hope these articles bring about more attention to the ways in which attaining these different types of literacy helps to build a community in which all people are full and valued participants.

    As with our inaugural issue in March 2022, Community Matters aims to inform the community about social issues that impact citizens and connect the dots between social issues, evidence, and policy. We aim to use this space to give a voice to local agencies, ESPC volunteer writers, and staff members alike.

    Each edition will spotlight a specific social issue and demonstrate the intersectional nature and impact on equality. Our goal is to use evidence as we continue to inform on the issues affecting individuals and families.

    While our first issue focused on gender (in)equity, this issue will focus on community safety.

    Community safety has many components and facets. Safety can be defined and experienced differently by each community and each person’s unique lived experience. Many think community safety means responding to crimes and social disorders through policing and the criminal justice system, the dialogue needs to be even more broadly focused on preventative measures and promoting social cohesion.

    When discussing community safety, we need to frame the conversation around promoting a community that is inclusive to everyone, especially those who are marginalized. If we center the conversation exclusively to the concerns of dominant or privileged groups, we run the risk of further endangering or marginalizing those who have already been struggling.

    Crime in Chinatown, safety concerns at Edmonton transit facilities, hate-motivated crimes against Black and Muslim women, and the alarming rates of lives lost due to drug overdoses and poisoning are in part tied to the still unresolved social problems such as affordable housing challenges and the rise of homelessness, the closure of safe consumption sites, untreated mental health and trauma, food insecurity, income inequality, systemic racism, gender inequity, and more. A failure to meaningfully address these issues will only exacerbate wider community safety concerns and the incidences of crime.

    A community that addresses everyone’s basic needs and supports, will reduce the number of incidences where police response is necessary. Community safety can be fostered and supported through relationships and connectivity.

    With this issue of Community Matters, we hope to play a part in shifting this mindset and amplifying the voices of those who felt very much unsafe, excluded or isolated in their own communities for quite some time. This edition includes topics surrounding areas of School Resources Officers, Universal Basic Income, Edmonton Indigenous Court, and Food Insecurity; we have input from organizations and agencies like Bear Clan, Community Outreach Transit Team, Neighbourhood Empowerment Team, Boyle MacCauley Health Centre and The Pride Centre. We invite readers to delve deeper into these topics.

    We hope this endeavour broadens the conversation and helps spark positive social change amid a truly challenging period for our city.

    This report reviews the Alberta 2030 Economic Plan and the educational curriculums and systemic changes taking place in Alberta to progress the provincial agenda. The discussion follows a methodical and logical approach where connections and differences between the global labour market shifts and Alberta’s economic strategy are analyzed for purposes of reviewing the potential likeliness of anticipated economic success in Alberta with respect to legislation changes. The report later breaks down the educational systemic changes taking place in Alberta through comparison and connections to global educational frameworks and reviews the alignment of Alberta’s legislation changes to educational frameworks that have been encouraged to yield positive results in the economy and students’ lives, globally. Furthermore, the educational frameworks discussed situate students’ best interests at the heart of priorities and how Alberta’s changes affect long-term student success, quality of life, and aspirations.

    While Pride is celebrated during the month of June, respecting, and honoring people of the 2SLGBTQQIA+ community should be a commitment to equity, diversity, and inclusion we make every day. 

    Heterosexism is a pervasive systemic oppressive force that is both invisible and intentional. Heterosexism is rooted in the idea that binary, meaning cisgender female and male identities, and heterosexual relationships as superior and ‘normal’ [4]. Heterosexism reinforces homophobia and transphobia, and together, these forces are responsible for many of the continued social policies and practices that are oppressive to 2SLGBTQQIA+ people. For example, increased houselessness in 2SLGBTQQIA+ youth, where 51% of youth reported they were on the street due to conflict in the home [2], 2SLGBTQQIA+ older adults entering long-term care often ‘go back in the closet’ to avoid prejudice and discrimination [1], as well 2SLGBTQQIA+ folk experience higher rates of poverty [3]. 

    People who identify as heterosexual see their relationships on television, in books, and in advertising. People who identify as binary never have to think about the consequences of which bathroom to use or which part of the clothing store to shop in. These discriminatory methods are used to reinforce heterosexist ideology and are intentionally harmful.  

    To combat heterosexism, it is important to learn and engage in materials to understand the beauty and diversity of gender and sexualities. It is important to use appropriate pronouns as respectful and inclusive practice. In solidarity with 2SLGBTQQIA+ persons and community, listed below are some resources to facilitate further conversation and understanding.

    This literature review will take a look at how the four FCSS program priorities listed below intersect with social inclusion in particular, and narrows in on particular sub-populations to address issues and best practices. In this review, the following topics are discussed: Section 1 explores social-emotional development among children and adults, and how positive experiences shape the foundation of an individual’s capacity to cope. Section 2 looks into positive mental health and the importance of community and surroundings. In Section 3, healthy relationships are discussed through the lens of family violence prevention. Finally, Section 4 explores poverty reduction and homelessness prevention—two discrete but closely related topics.
